Departmental Mission Statement: The Facilities Management and Capital Planning department provides for the management and maintenance of 62 state-owned courthouses, and 42 leased facilities located in ten counties of the Commonwealth. The Department is committed to administering effective property management, facility operations, facility renewal, and the delivery of quality customer service in support of the administration of justice throughout the Commonwealth.

This position is designated as management position and is covered by the Trial Court Personnel Policies and Procedures Manual.
Starting salary is based on applicant experience.
This positionwill have travelling.
This position is considered essential personnel in certain emergencies and may be required to work outside of regularly scheduled hours, including staying late or coming in early.
Position Summary:Working within the Facilities Management and Capital Projects Department (FMCP) of the Trial Court, the Associate Regional Manager of Facilities is responsible for directing the staffing, budgetary expenditures, and facility operations of two downtown Boston courthouses. The office location for this position will be in one of these two Boston courthouses. In addition to the direct daily facility operations responsibilities, the Associate Regional Manager will be expected to support, and project manage various small, deferred maintenance projects assigned to them across the Commonwealth in each of the five regions. The Associate Regional Manager of Court Facilities may be asked to regularly engage in assisting Regional Managers in the hiring, assignment, supervision, evaluation, and overall effective utilization of court facilities staff. Other duties include the supervision and evaluation of contracted personnel who are performing maintenance, repair, systems, and custodial work at facilities under the Department's management. The Associate Regional Manger may also be asked to lead other special assignments as directed by the Deputy Director of FM or their current assigned Regional Manager supervisor.
Supervision Received:Receives general direction from the Deputy Director of Facilities Management and receives initial rotating assignments to a Regional Manager for a 6-month period, performing duties in accordance with established Facilities Management guidelines.
Duties: Associate Regional Manager of Court Facilities Duties
Manages all aspects of the day-to-day operations of a limited assigned portfolio of buildings (approx. 500k sq.ft.) to include but not limited to, deferred maintenance, customer response, staffing, and financial project management.
Directs all operational, financial, and personnel related matters within an assigned small grouping of buildings within the Boston area or Region 1;
Supports the Regional Mangers in maintaining operations, appropriate staffing, systems, maintenance, repairs, and custodial work for Commonwealth owned courthouses;
The Associate Regional Manager will also be responsible for all operational, financial, and personnel related matters within an assigned small grouping of buildings within the Boston area or Region 1;
Assists the Deputy Director of FM with implementing procedures and schedules to ensure the efficient distribution of resources to all managed facilities;
Assists with the Department's goal setting and objectives, evaluating staff, and exploring solutions on issues in accordance with Trial Court policies and in consultation with Deputy Director of FM;
Collaborates with the Deputy Director of Facilities Management to establish departmental metrics in order to meet or exceed goals and objectives to create an environment of continuous improvement;
Develops and implements new efficiencies and innovative approaches to improve courthouse preventive maintenance, daily work orders, cleanliness, and staff performance.
Meets regularly with their assigned Regional Manager, judges, and other court officials to discuss maintenance and systems related issues and assists in the development of operational plans to respond to those issues and needs;
Manages the work order system, records, and databases to track repair and maintenance projects that are completed, in process, or scheduled for the future; and prepares reports regularly on such projects to the Director and his or her designee as required;
Complies with and works to improve departmental protocols established for inventory control and management, including regular inventory reporting;
Participates in vendor and contractor selection review panels;
Reviews work performed by the maintenance trades and/or hired contractors for quality, budget and performance to schedule;
Collaborates with the Court Capital Planning division on new and existing construction, renovation, or other building improvement projects;
Performs additional duties as required.

Minimum Requirements: REQUIRED EXPERIENCE, SKILLS, AND EDUCATION:
These are the minimum requirements necessary to apply for the position of Associate Regional Manager of Facilities:
A Bachelor's degree from an accredited university or college and a professional work background that includes (3) years in a supervisory role working in facilities management; or an equivalent combination of education and experience in facilities management;
Ability to assign, direct, supervise, evaluate staff as appropriate for large facility staffs involved in maintenance, systems operations, and custodial work;
Ability to recommend and implement policies consistent with the Trial Court's mission and strategic plan;
Knowledge of the Massachusetts State Building Code, Plumbing and Gas Code;
An understanding and knowledge of building materials and building trades;
Ability to plan and coordinate routine and long-range maintenance and long-range capital projects;
Ability to effectively manage operating budgets and to comply with established fiscal protocols;
Ability to use data to diagnose problems and drive enhancements and efficiencies in departmental operations;
Working knowledge of and ability to use personal computers and related software such as MS Office to develop data bases and systems to record and track projects;
Proven ability to maintain accurate records and to prepare all necessary reports;
Ability to write and communicate in a professional manner;
Ability to travel throughout the Commonwealth as necessary;
Ability to effectively manage contracted services to ensure that all deliverables are provided and within the contracted scope of work;
Strong interpersonal skills and the ability to work professionally with persons at all levels, including judges, and to maintain effective working relationships; and
Ability to collaborate with other Trial Court departments to identify areas for improvement and to provide Trial Court leadership with recommendations for enhancements.
