Title: Talent Acquisition Community Outreach Manager

Pay Grade: Management

Starting Pay: $88,695.37-$130,866.23

Departmental Mission Statement: The Human Resources (HR) Department partners with Trial Court management to create and maintain a talented, qualified workforce by recruiting a diverse applicant pool, by facilitating the fair merit-based selection for appointment of the most qualified candidates, by developing appropriate workforce training (in consultation with the Trial Court's Judicial Institute), by fostering positive management-employee relations, by promptly addressing workplace issues, and by developing performance based measures to ensure the continued excellence of the workforce. The HR Department will use best practices to ensure that this collaborative effort advances the mission of the Trial Court. The HR Department also provides information and assistance to all Trial Court employees on a variety of work place issues.

Position Summary:Working within the Talent Acquisition team, the Talent Acquisition Community Outreach Manager develops contacts and resources for the Talent Acquisition Team (TA) to leverage in order to reach robust pool of diverse applicants in their recruiting efforts. This role reports to the Assistant CHRO of Talent Acquisition and will partner to develop recruitment strategies aimed at increasing the diversity of applicant pools for key positions. This role will lead reporting and development of metrics to measure the effectiveness DEI recruitment efforts.

The Trial Court is looking for a candidate that can establish best practices and a passion for all things DEI, to help us support our commitment to diversity in hiring. The ideal candidate will have experience with outreach and recruiting events, external partnership relationships and ability to analyze and measure results.

Supervision Received:Serves under the direction of Assist CHRO for Talent Acquisition in performing duties that require independent judgment and initiative.

Duties: Act as the primary relationship owner for an extensive portfolio of DEI partnerships including colleges and universities, community groups, affinity bar groups, and professional organizations, in order to strengthen our existing team efforts.

Provide consultative expertise to our Talent Acquisition team regarding appropriate networking, engagement, and events with our partners to build a pipeline of top diverse talent;

Continuously identify, evaluate, and recommend new potential partnerships in addition to maximizing current relationships. Manages outreach to and cultivates relationships with these groups;

Develops a strong network and builds pipelines of diverse talent relevant to Trial Court business needs. Partners with Talent Acquisition team to discuss applicant pools for current openings and to contribute ideas on strategy and new approaches to recruiting diverse candidates;

Create and implement innovative sourcing methodologies for attracting diverse candidate pools and partnering with the Talent Acquisition Advisors to deploy these methodologies as appropriate. Help TA Advisors source, network with and proactively reach out to external under-represented groups, externally;

Partners with Human Resources recruitment team to discuss applicant pools for current openings and to contribute ideas on strategy and new approaches to recruiting diverse candidates;

May perform full talent acquisition cycle duties to support the TA recruitment team during high volume hiring periods as directed by the ACHRO;

Drive the College/University relations with a particular focus on outreach to student affinity groups. Organize and plan career fairs and informational sessions for diversity-based and career focused student organizations;

Proactively identifies relevant events for diversity related recruitment and partners with Talent Acquisition Advisors to ensure appropriate representation at these recruiting events. Takes ownership of the overall event calendar and manages resources including attendees, recruitment materials, and outreach to the organization for additional participation;

Partners with leaders throughout the Trial Court to build business acumen to better identify resources for finding diverse talent that meets the needs of the organization.

Formulates procedures and methods for tracking metrics to measuring progress in the recruitment, career movement, and retention of diverse candidates;

Identifies online methods and tools to track promotions and internal movement of diverse candidates; and

Performs related duties as required.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Talent Acquisition Community Outreach Manager:

Bachelor's degree and (4) four years of relevant experience, or an equivalent combination of education and relevant experience is required. 2 years of work experience in a diversity or a related position is preferred.

Knowledge and demonstrated experience with best practices for DEI in recruiting.

Excellent collaboration, relationship, and consultative skills with demonstrated success building relationships with internal and external contacts;

Ability to create and implement sourcing strategies for recruitment for a variety of roles.

Demonstrated experience working with ATS and HRIS systems.

Ability to generate ad hoc reports using the ATS, as well as Microsoft Access databases and Excel as needed;

Excellent interpersonal skills with good negotiation tactics;

Experience leveraging social media platforms such as LinkedIn to source candidates;

Demonstrated knowledge and experience with MS Office, particularly MS Excel, Access;

Additional Skills and Abilities:

Demonstrated ability to independently initiate action, complete assignments and to handle multiple assignments at different locations simultaneously;

Strong interpersonal skills and the ability to work professionally with persons at all levels and to maintain effective working relationships;

Ability to communicate very clearly and effectively in oral and written form;

Ability to work independently and with an attention to detail; and

Ability to travel within the Commonwealth as necessary.
